Oracle Expands Marketplace to Unlock New Partner Growth Opportunities

Expanded access to cloud commitments, collaboration with Oracle sellers, and new purchasing options help partners turn enterprise demand into revenue

Oracle today announced enhancements to Oracle Marketplace designed to help software and services partners, especially independent software vendors (ISVs), grow their businesses with Oracle customers and simplify purchasing. Expanded use of Oracle Universal Credits (UCs), new co-sell capabilities, and additional purchasing options help partners reach customers and sell through established budgets and buying processes. These enhancements help partners reach more customers and grow revenue with industry-specific software and AI solutions that complement Oracle’s applications, databases, and cloud infrastructure.

As partners turn industry expertise into repeatable applications, accelerators, and AI offerings, Oracle PartnerNetwork provides integration validation benefits to help eligible ISVs demonstrate how their solutions work with Oracle technology. Oracle Marketplace gives those partners a route to commercialize eligible solutions and reach customers. These enhancements complement Oracle’s $1 billion partner ecosystem commitment, connecting resources for partner development and delivery with opportunities to sell.

“Oracle customers rely on our technology to run their businesses, creating opportunities for ISVs to deliver complementary solutions,” said Mark Hura, president, Global Field Operations, Oracle. “These Marketplace enhancements help partners reach those customers, collaborate with Oracle sellers, and simplify purchasing, helping ISVs grow while giving customers more choice and flexibility in how they buy.”

“The next phase of cloud marketplace evolution is about more than transactions,” said Stuart Wilson, Worldwide VP, Partnering Ecosystems, Alliances & Channels at IDC. “Partners increasingly want access to customers, seller collaboration, flexible commercial models, and the ability to align with enterprise procurement preferences. As marketplaces become a more integrated part of enterprise buying journeys, investments that strengthen these capabilities can help drive ecosystem growth and customer adoption.”

The enhancements deliver five key benefits for partners and customers:

  • Closer collaboration with Oracle sellers: Marketplace Private Offers Co-Sell connects eligible ISVs with Oracle sellers on qualified customer opportunities. Oracle sellers can also proactively position ISV solutions to address specific customer needs, including specialized industry requirements. This collaborative approach supports solution positioning, customer introductions, and Private Offer execution.
  • Greater flexibility to use existing cloud budgets: Oracle has increased the portion of a customer’s eligible Universal Credits commitment that can be applied to qualifying Marketplace purchases. This allows customer to more easily direct existing cloud budget to partner solutions, creating additional sales opportunities for ISVs. Universal Credit top-ups also give eligible customers another way to replenish their credit balance for qualifying purchases.
  • More ways to buy: Marketplace Private Offers let eligible ISVs negotiate pricing, terms, and contract durations directly with customers. Metered billing for eligible paid listings supports usage-based pricing, allowing customers to align spending with consumption. Multi-Party Private Offers enable ISVs, authorized resellers, and US customers to collaborate on a single customized transaction. ISVs can extend their reach through reseller networks, while customers buy through their preferred participating reseller.
  • Broader access to AI and industry solutions: A growing ecosystem of Oracle Marketplace partners further enhance customer choice in AI solutions through established Oracle procurement and billing processes, with eligible UCs available for qualifying purchases. Additionally, Fusion Applications AI Agents give Oracle Fusion Cloud Applications customers access to Oracle-validated, partner-built AI agent templates that extend existing business workflows.
  • Expanded market reach: Oracle is expanding Marketplace purchasing to India and Japan, giving eligible partners more opportunities to reach customers. Oracle is also now offering Multi-Party Private Offers in the United States, Spain, and Brazil, with availability in additional European Union countries planned by the end of 2026.
